In a mission aimed at fostering collaboration and promoting decent work, the ILO Decent Work Team and Office for the Caribbean visited Dominica from March 12–15, 2025. This visit underscored the critical role of social dialogue in advancing sustainable development and strengthening partnerships across the nation. Led by Director Dr. Joni Musabayana, alongside Ms. Vera Guseva, Specialist in Workers' Activities, and Ms. Ingerlyn Caines-Francis, Senior Programme Officer, the team engaged with key stakeholders to address labour market challenges and explore opportunities for progress. 

Discussions with Mrs. Gloria Joseph, Permanent Secretary, and Mr. Kevin Pacquette, Acting Labour Commissioner, focused on enhancing labour market systems, modernizing legislation, bolstering social protection frameworks, improving labour market data collection, and safeguarding workers’ rights.

On Friday, September 26, 2025, Public Officers were encouraged to wear sneakers as part of Caribbean Wellness Month and the staff of the Ministry of Labour, Public Service Reform, Social Partnership, Entrepreunership and Small Business Development embraced the change with enthusiasm!

Dominica launched its first Trade Union Congress (TUC) with the support of the International Labour Organization (ILO).  This new congress brings together the four major worker organizations in the country: the Dominica Public Service Union (DPSU), the Dominica Association of Teachers (DAT), the Dominica Amalgamated Workers Union (DAWU), and the Waterfront and Allied Workers Union (WAWU) under a unified national body. The inauguration took place on September 26, 2025, under the theme “Consolidating Trade Union Power Through Unity and Solidarity,” with the ILO’s Director, Joni T. Musabayana, delivering the keynote address.

Four Caribbean Community (CARICOM) Member States—Barbados, Belize, Dominica and St. Vincent and the Grenadines—are on track to implement full Free Movement among themselves from 1 October this year. By implementing the full free movement regime, these four countries have agreed to grant their nationals the right to enter, leave and re-enter, move freely, reside, work and remain indefinitely in the receiving Member State, without the need for a work or residency permit.
