To be the lead Ministry with responsibility for facilitating the enabling environment for business growth and development while ensuring fair labour practices; and driving public sector transformation towards a more inclusive and sustainable society.
About Us

The Ministry of Labour, Public Service Reform, Social Partnership, Entrepreneurship and Small Business Development is that arm of Government responsible for leading the public service transformation strategy through policy reforms geared at realizing improved performance, enhanced productivity and sustained engagement of the workforce. The Ministry also provides services that contribute to the application of laws, policies and standards for a well-regulated and high performing labour market. In addition, the Ministry is charged with the creation of the enabling environment for the sustainability of Micro, Small and Medium Enterprises (MSMEs) in Dominica. Acting as the focal point for strengthening government's relations with and contributions to empowerment of the private sector, non-governmental and faith-based organizations and friendly societies, the Ministry promotes partnerships for the overall socio-economic development of Dominica.

To mobilize and empower citizens to participate in national development
To collaborate with NGO’s, Faith Based Organizations, and Friendly Societies.
To facilitate better access to resources for participation in social and economic development at the community level.
To ensure compliance with labour laws and promote fair labour practices.
To strengthen the management, accountability, and transparency of public institutions
To transform the Public Service to improve service delivery and programme implementation
To drive public sector reform towards greater efficiency, transparency, and accountability.
To promote entrepreneurship and innovation through training, mentorship, and access to networks and resources.
To promote the creation and growth of small businesses through capacity-building, access to finance, and business development services.
